In India, a Commencement Certificate (CC) is a mandatory legal document issued by the local municipal corporation or urban development authority. It signifies that the developer has obtained all necessary clearances (environmental, fire, aviation) and that the structural plans comply with local bye-laws, legally authorizing the developer to break ground and begin foundation work.

A developer in Pune has purchased land and drafted architectural plans for a residential society. However, they cannot legally dig the foundation or pre-sell apartments under RERA until the Pune Municipal Corporation reviews the plans and officially issues the Commencement Certificate (CC).
