Definition

A Bill of Quantities (BOQ) is a detailed document used in tendering in the construction industry in which materials, parts, and labor (and their costs) are itemized. It provides a precise metric for budgeting, planning, and cost control by allowing contractors to price the work based on uniform measurements.

Practical Example

If a project requires pouring a concrete foundation, the BOQ will explicitly list the volume of M25 grade concrete required (e.g., 500 cubic meters), the tonnage of steel reinforcement bars, and the labor hours for shuttering and pouring. The contractor quotes rates against each of these exact itemized quantities.
