Definition
The Joint Measurement Record (JMR) is the irrefutable bedrock of contractor billing in India. It is a physical or digital document containing line-item measurements of work done (e.g., cubic meters of concrete, square meters of plastering). It is measured on-site and physically signed jointly by the contractor's representative and the client's Project Manager to confirm everyone agrees on the exact progress.
Practical Example
At the end of the month, the plastering subcontractor wants to bill. Their supervisor walks the site with the PMC (Project Management Consultant). Together with a measuring tape, they record that exactly 450 sq. meters of wall were plastered. Both sign the JMR sheet. The subcontractor attaches this JMR to their RA Bill as undeniable proof of work.
