Definition

In India, the vast majority of land is zoned strictly for farming. Constructing a real estate project on agricultural land is illegal. Developers must apply to the District Collector to obtain an "NA Order" (Non-Agricultural Conversion). This legal process officially re-zones the land, allowing it to be used for NA-Residential, NA-Commercial, or NA-Industrial development.

Practical Example

A developer buys 10 acres of cheap mango orchards on the outskirts of Pune. Before they can lay a single brick or advertise a township, they endure a 6-month bureaucratic process to pay conversion premiums and obtain the "NA-Residential" certificate. Without this NA order, the municipal body will refuse to approve the building plans.
