Definition

The Measurement Book (MB) is the most critical accounting and auditing document in Indian civil engineering, especially in government contracting (CPWD). It is a highly protected ledger where the exact, physical measurements (Length x Breadth x Depth) of every single piece of executed work are recorded by the engineer. All contractor payments and RA Bills must be based exclusively on the verifiable entries inside the MB.

Practical Example

Before the earthwork contractor can be paid for excavating a trench, the government Junior Engineer physically measures the trench with a tape. They record "Length: 100m, Width: 2m, Depth: 1.5m, Total = 300 Cu.m" with ink into the Measurement Book. The contractor’s bill is cleared solely because this entry exists.
