Definition

A Project Management Consultant (PMC) acts as the client's expert proxy on a construction project. Rather than the client hiring engineers directly, the PMC firm manages the tendering, supervises the main contractor’s daily execution quality, audits the contractor's RA Bills, and ensures the project finishes on schedule and within budget.

Practical Example

A hospital trust wants to build a new 500-bed facility. Since they are doctors, not engineers, they hire a PMC for a 3% fee. The PMC drafts the tender, selects the best EPC contractor, stations Quality Control engineers on-site daily, and acts as the strict gatekeeper who must sign off on the contractor’s ₹10 Crore monthly billing.
